25. An operator must, in each calendar year, collect from the users information on the use of electric scooters, using a survey.
The survey must cover in particular the habits of users with respect to wearing a helmet and their sense of security in relation to
(1)  the use of an electric scooter on the roadway; and
(2)  the braking system, maximum speed and wheel diameter of an electric scooter.
